I think the simplest way to tell if someone is goth or not is whether they refer to themselves as Goth, or A goth. If someone says I'm Goth - chances are Goth is a part of them, or Goth describes them. If they say I'm a Goth - chances are they are part of the Goth Public Image. Meaning they want to be identified as one part of a larger group.
I'm not going to try to define it, since that would get my lynched and other people have explained it so much better than I would.

Origins of Modern Gothic Culture

I've read a lot of definitions of Goth that say it's an offshoot of the punk scene that started in the late 1970's. That's a bunch of trash. Ask anyone with any Goth in them and they'll tell you Edgar Allan Poe was Goth as Fuck. Ask anyone with any Goth and any education, and they'll tell you, Lord Byron, Percy Shelly, Mary Shelly, etc. are Goth as Fuck. Now I may be a little weak on my history, but didn't all of those people start being Goth a little before the '70's? The 1970's I mean. Explain that one to me please?
