Yes, there is a plan. It has been mentioned. It was outlined by the PNAC (Project for the New American Century). This has been mentioned in a few different posts and forums and everyone needs to be aware of it. Run it through a meta-search, or request a copy of the original document (see my initial comment in this post for the title... the primary author is Thomas Donnelly) from an interlibrary loan (see a reference librarian for details about how to do this... it is their job so make them earn that pay!). There are six libraries at the time of this writing that have the document, five are military acadamies and the other one is the University of North Carolina at Chapel Hill.
In the modern Sparta, the "legality" of anything we do is not a consideration. Nobody can contest us in any binding way, nobody can perform constabulary duties to see that we play by the rules in any meaningful way, and even our constituency is afraid of speaking up for fear of being called traitors. Dictatorship seems to be a good gig if you can get... and boy, have we gotten it!
Also, I am not mocking you as I am detecting that English might not be your first language, but I find it oddly ironic and appropriate that you used the verb "prey" instead of "pray". In America, we do little other than prey upon those around us, however it has traditionally only been done economically.
