They only have to read you your rights if they charge you with something there on the spot. If on the other hand they take you into custody, removing him from the scene of a disturbance, or if he was "irrational" at the time, then they probly dont have to do the miranda thing. Police dont always have to read you your rights. I bet there are other times that they dont have to tell you too.
